THIS IS THE PLAN!!!

We can expect, over the next few weeks, leading up to the end of June, a relaxation of the stringent measures, including freedom of movement, which have been imposed during the State of Alarm.
However, Pedro Sanchez has made it clear that “normality” will be relative: a “new normality” during which we must aim to live safely with the virus.
He also made it clear that not all provincial areas, and even municipal areas, would necessarily reach the same phases of transition at the same time. The transition from one phase to another will depend on performance markers including the epidemiology if the virus and will be approximately two weeks apart.
As information is released concerning the status of nearby municipal areas and other provinces it will be published on this website. However, it is clear that mobility within provinces (ie. Murcia region) should be permitted within Phase One unless otherwise stated.
It is estimated that Phase O will begin on May 4 and that Phase One will begin on May 11 if performance markers are reached. This may be in all or some provinces.

The performance markers the Government will use to introduce or delay the different phases are:

The strategic capacity of the health system including local medical centres, hospitals and ITU beds:
The epidemiological situation: diagnosis, contagion statistics and other indicators.
Compliance with measures of collective protection in work and social centres and public transport.
Evaluation of data of movement and social economics.

As readers will note from the performance data, both the development of the virus and the level of compliance to restrictions in each phase will be monitored before an area is permitted to move from one phase to the next.

These are the phases announced yesterday:

PHASE 0

Preparation

Walks with family members.

Individual sporting activities will be permitted.

Individual training by sport professionals and basic training for professional leagues will be permitted.

Small businesses will be permitted to attend clients on an individual basis and by appointment. For example: take aways from restaurants.

PHASE ONE

Initial

Social activities, such as reunion at home, will be permitted although there will be conditions.

Movement within your province will be allowed:

Small businesses will open.

Bar terraces will open but limited to 30% capacity.

Hotels and tourist accommodation will open but communal areas will remain closed.

Places of culture will open but with capacity limited to 30%.

Fresh food and fish shops will open.

Medium training for profesional leagues.

PHASE TWO

Intermediate

Table service at restaurants will be permitted but with limited capacity.

Cinemas and theatres at 30% capacity. Visits to monuments and exhibitions will be permitted.

Cultural activities with less than 50 people seated will be allowed. Outside events with 400 seated.

Fishing and hunting will be permitted.

Education centres will open for support, care of under six year olds and university selection.

PHASE THREE

Advanced

Restrictions on capacities will be relaxed but with strict separation between members of the public.

General movement will be permitted.

Occupation of spaces, such as shops for example, will be amplified to 50% capacity.
