The Government has won the vote in Congress permitting a national State of Alarm for six months.
The votes were 194 supporting the Government, 53 votes against and 99 abstaining.
The Partido Popular abstained and the extreme right wing, Vox, voted against.
The State of Alarm may be revised after three months.
The President will appear at a control session of Congress every two months to report on the pandemic and effects of measures taken to control it.
The State of Alarm in itself does not bring confinement but gives the regional government powers to introduce measures they consider will curb the second wave of Covid-19.
