The proposed regional law for the Protection and Defence of Pets will ban wild animals in circuses in the region and prohibit pet owners keeping dogs tied up.
The law has passed its first stage with some amendments and, as it has the support of the PSOE, is likely to become law.
Podemos had presented 55 amendments, including a ban on all animals in circuses, and a register of abusers, but they were voted down.
The law will oblige owners to keep animals in the best conditions, bans killing animals, maltreating them or abandoning them.
Other offences will include failing to provide veterinary care, mutilating animals, not feeding them or doping them, and using them in activities which cause suffering, including begging.
The text also bans keeping animals tied up at the owner´s home or keeping more than five dogs or cats without authorization.
Shooting animals for recreation will be banned although this does not apply to hunting.
Bull fighting is also excluded from the remit of this law.
