A new law in the General Traffic Regulations that comes into effect from November 1, 2026 obliges drivers to change lanes in order to leave the central lane free in case of emergencies, traffic jams or accidents.
How will this work?
The Local Police have issued the following guidance for motorists:
This norm applies when traffic comes to a complete stop in various lanes.
Move to your side: the vehicles in the left hand lane must move to the external border on the left while drivers in the other lanes must move over the right, including the hard shoulder if necessary.
This will leave a free lane (pasillo libre) in the centre that will provide exclusive access for ambulances, fire engines, police and other emergency services.
