The local police have been doing the rounds of non Spanish residents to distribute notices asking you to confirm your residency in Calasparra for the local register:(padrón).
They have probably left or given you a notice entitled: NOTIFICACIÓN DE CONFIRMACIÓN DE RESIDENCIA. The notice will be addressed to you as your name appears on the local register.
Basically it is inform all EU residents, or residents from countries with agreements with the EU, who have previously held EU Residency Cards or authorization to reside permanently in Spain, that you are required to take your documentation to the Town Hall as part of a census exercise.
Below the first parargraph is the last date for subtmitting documentation. On the notice delivered here it is February 22, 2016.
The final paragraph informs you that if you fail to submit your documentation before the final date you will be erased from the local register. This may affect you position with a view to local and state taxes if you sell your propertyy, a member of your family dies and a large etc.
