Today, Tuesday, is the final day for the “voluntary” payment of car tax. After this date the bill for car tax will have a “recarga” (basically a fine) added to it.
The tax is payable at the banks listed on the bill. If you do not have a bill but are due to pay the tax you can get more information from the Tax Office inside the SEF Office in Gran Via.
