The Local Police have issued the following notice:
All owners of scooters (or in the case of minors their legal guardians) are obliged to enter their MPV (Personal Mobility Vehicle) in the Registro Nacional de Vehículos (National Register of Vehicles) through the electronic seat (sede electrónica) of the DGT as a first step towards the OBLIGATORY insurance of such vehicles.
Once the certificate of insription is obtained the owner can aquire an identity ticket that must be displayed on the vehicle in the appropriate place.
The Real Decree was approved on Wednesday and enters into vigor on Thursday February 30 so vehicles can be registered now.
There are two types of scooteres. Those that meet the «normativa» (Norm) and those that do not. Registering those that meet the norm is relatively simple (as stated above).
Those that do not meet the norm (law) will not have a certificate of cirulation. There is a transitory regime for these vehicles and they may circulate until January 22, 2027, without a certificate of circulation, however, the owner must enter them on the register and insurance is OBLIGATORY..
Fines for not having insurance are up to 800 euros. Not registering the vehicle also carries a fine.
