GOVERNMENT REDUCES BILLS
The Government has introduced a Royal Decree reducing the regulated part of domestic electricity bills by 2.2%:
These “tolls” are the only part of the electricity bills over which the Government has control and do not affect other charges such as VAT, standing charges etc.
PRIVATE SOLAR PANELS
The Government has modified the new law imposing charges taxes on households which have installed Solar Panels and other forms of natural energy. The modification will reduce the amount paid by small consumers opting for energy self sufficiency and those using less than 0 kilowatts will be exempt from administrative and management charges.
BILLING BY HOURS
The new system of calaculating the cost of electricity, available to consumers who have the new intelligent meters installed, came into effect from July 1. From this date consumption will be calculated per hour and rates will vary for different periods ( such as periods of high or low consumption). These prices will be published the previous day from 8.15pm on the Red Eléctrica de España (REE).
The prices per hour will only affect around 37% of the domestic bills. Around 25% of the bills reflect taxes including IVA and some 38% are fixed standing charges.
However, consumers with the new meters also have other options such as fixed price electricity or tarriffs agreed with a supplier.
The suppliers included in this new pricing regime are Endesa, Iberdrola, Gas Natural Fenosa, EDP España and E.ON España.
The system begins from July 1 and must be fully operational by October 1. All meters should be changed over to intelligent meters by January 1, 2016.
